Bio:
Kibisa, a Crosutian born in AGE 687, is a member of one of the last races annexed into the Planet Sharking Federation (AGE 738) by the Saiyans before their destruction at the hands of Freeza. He reluctantly stays with the organization until it officially disbands in AGE 779, when the resurrected Freeza attempts, and fails, to get revenge once more by leading a foolish invasion of his forces to the Planet Earth.
Using his new found freedom, Kibisa adopts the name Redict and begins traveling the universe in search of jobs as a mercenary. Over time, he grows bored of this path and accepts a permanent position as an enforcer to Don Kia. He lives a rather cushy life in exchange for preventing the residents of the Planet Imegga from being able to do anything about his employer’s oppression.
However, things change when a troublesome group from Earth crash their ship on Immega. Despite his confusion at Goku’s appearance, encountering the Saiyans again reignites his inner warrior. Eventually, this leads him to forsake his position under Don Kia, and its money, in order to challenge Goku to a proper match.
Notes
Received a bit of a redesign, I didn't like the original under suit, and here he has the left over jumpsuit from his days employed by Freeza. Planet's name is based on sugar, the race comes from bastardizing and rearranging sucrose, and Redict's real name, Kibisa, is a play on the for sugarcane, satokibi.

Such a legit rendition of Redict along with his real name you added, and while i couldn't see the bio here and there, I can tell that it'll be a whole lot interesting for him to develop what he has to offer than what GT tried to handle.
As for your project in Redux, since he apparently knows that the Saiyan like Goku was seen, what would Goku's reaction be as Redict has seen another one that survives after Freeza blew up Vegeta?
