Bio:
The strongest of beings and highest of gods. With the help of his assistants and the guidance of the Grand Priest, Zenล oversees everything in existence. While not a fighter, and despite his unintimidating appearance, he wields unimaginable power even beyond that of his companions. Entire Universes have been wiped out in a single instant, with six of the eighteen once in existence having already fallen prey to his wrath throughout history.
In AGE 780, Zenล and his attendants intrude on the closing "ceremony" of Beerus and Champa's Hakaishin Invitational Tournament to chastise them for slacking off on their jobs and holding the tournament without permission. However, Zenล enjoyed the event so much that he decides to hold one of his own for all twelve remaining Universes in the near future. Beerus and Whis fear for the fate of Universe 7 now that a crass fellow like Son Gokลซ has gained the attention of the capricious king of everything, and soon the other, more violent Hakaishin.

I can see Zenล presenting as the watcher to everything, and depending on his mood he'll see that those people, good or bad, can have fun with each other, as long as they don't invoke his wrath. He's deceptively adorable, and while he's more of a playful ruler, he has greater power than he appears and he's not a fool. Great Priest for me is more of the personal guide to his children to keep the Hakaishin in line so they can't go willy-nilly. Attendants, not much to say about them, just guardsmen to not let intruders to put out their disastrous intents.
